Dr. Claudius Preville
St. Lucian-born, Dr. Claudius Preville, holds a Ph.D. and an MA in Development Economics with concentration in trade policy, negotiations, trade promotion and investment attraction and analysis. Preville is well-established in the regional economic circles being widely published. He has a strong high quality consultancy assignments completed and leadership of teams.
Dr. Preville is noted for developing national trade and investment policy for several countries including: Seychelles; Papua New Guinea and other Pacific countries, as well as at home in the Caribbean. He has also negotiated chapters on investment in the CARIFORUM-EU EPA and other trade agreements.
Since 2004 after completing his Ph.D. Dr. Preville started work on trade negotiations, policy research and implementation with the Caribbean Regional Negotiating Machinery.
He also served as the Investment Climate Facilitator with the Caribbean Growth Forum for Saint Lucia and developed Services Sector Policy for Dominica and National Export Strategy for Grenada.
With more than fifteen (15) years’ experience working on analysis of trade and investment flows and macroeconomic trends in several Caribbean countries, Dr. Preville is well-placed to be our Export Promotion and Investment Attraction Expert.
He also has more than thirteen (13) years of experience in the assessment, formulation and implementation of external trade and investment policies and worked as Lead Consultant on the National Trade Policy for Papua New Guinea (2017-2032).
He also worked on several multilateral projects supporting negotiations and implementation of trade and investment agreements including: WTO Doha DDA for Commonwealth Secretariat; Free Trade Area of the Americas and Economic Partnership Agreement for Caribbean Regional Negotiating Machinery
Preville has extensive direct experience in assessing sector-wide institutional capacity building needs of both private sector and public sector in the context of implementation of trade agreements like the EPA, WTO, PICTA, MSG, in the Caribbean and Pacific regions, including extensive knowledge of export development strategy; aid for trade strategy and services sector policy and strategy.
